WSP § SELLS | 10/2006 to Present | Lead Traffic Engineer
Responsibilities: I am the lead traffic engineer for the Albany and Briarcliff Manor offices. My work includes accident and safety analysis, corridor studies, network modeling, traffic impact studies, traffic signal timing and phasing analysis, and quality assurance/quality control of all traffic engineering work. I use a variety of programs including VISSIM, Synchro/SimTraffic, HCS+, and RODEL, to complete my analysis. I am also well versed in all aspects of Microsoft office programs and am often involved in the production of proposals and presentations.
Planning Related Projects while with WSP § SELLS:
Beacon Linkage Study (2007-2008) I conducted a field survey to determine the most appropriate linkages between areas of interest for four sites in the Town of Beacon, NY, including both vehicular and pedestrian linkages. Oversaw the cost estimation and summarized the results into a report for the Primary Project Consultant.
NYS Route 17 Conversion to Interstate 86: Exits 100A to 101 (2006-2008) Responsibilities include creating and maintaining a network model for the project area, analyzing the data, and drafting the traffic sections for reports. Analysis has included the existing condition and the evaluation of a preferred design alternative. Determination for the preferred design alternative required reassigning existing traffic to utilize the new connections and redesigning some intersections in order to manage the new demands caused by the redistribution of traffic.
NYSDOT Highway Safety Investigations (2006-2008) I was responsible for conducting over 30 accident investigations on numerous NYSDOT owned roadways within NYSDOT Region 8. The scope of the project is to analyze the historic accident data on the roadway to determine engineering solutions that will improve the safety of the roadway. All of the analysis and solutions are then compiled into a report and submitted to NYSDOT for review. Meetings with NYSDOT and further review processes are then completed prior to the submittal of a final report with recommendations for implementation.

Planning Related Projects while with GPI:
Utica North-South Arterial Development Study, (2005-2006) Project Engineer for this Corridor Study providing services to develop and analyze alternatives to determine the impacts and issues involved in improving the operation, safety, mobility, and appearance of the Arterial in the City of Utica. NYS Route 5 travels through Utica, NY, and intersects five roads in a 0.75 mile corridor. This project involved extensive transportation network modeling and public participation. A Study Advisory Committee of local leaders assisted in the process to address many of the issues prior to the 3 public meetings.
I performed: travel time runs through the corridor; assisted in the design and implementation of an Origin-Destination study that encompassed the surrounding region; catalogued and analyzed the O-D Study results; created and analyzed multiple alternatives; wrote a draft report of the preliminary findings; prepared and organized materials for monthly Study Advisory Committee meetings; designed and developed preliminary plan drawings of multiple alternatives; estimated approximate quantities and costs for each alternative; performed level of service analysis for several alternatives using Synchro 6.0; rated and ranked all alternatives against the project objectives to aid in determining the best alternative; and studied pedestrian behavior and usage at all study area intersections based on pedestrian related accidents and fatalities.
I developed plan drawings for several variations of each alternative in accordance with AASHTO Design Guide: A Policy of Geometric Design of Highways and Streets and prepared the estimate of the cost for each alternative using the New York Standard Specifications.
Town of Ballston TIS (2006) I was the Project Engineer for the Town of Ballston Transportation Impact Study. The scope of the project required the traffic generation for the Town of Ballston, NY, for the current land use zoning and a proposed land use zoning. Developed the traffic volumes associated with both zoning plans and determined the necessary improvements needed for the major intersections and roadways. Analysis was done with Synchro and RODEL software. All of the traffic analysis was detailed in the traffic report noting the necessary mitigation and improvements needed at all study area intersections. The traffic study was presented in a report suitable for submission to reviewing agencies.

Washington Avenue Access Management Implementation Plan, Kingston, NY (2005)
Project engineer responsible for preparing the traffic engineering reports and determining the future processes needed to develop an access management plan for the Washington Avenue corridor. The preliminary study that I completed included an analysis of the three intersections included in the study area and the existing signals that served them. Signal warrant analyses were conducted at several non-signalized intersections based on NYSDOT standards to determine if a consolidation of access points would qualify for a signal warrant. I also analyzed the existing signal designs to optimize the operational and safety aspects at each intersection, which included a queuing analysis to further aid in determining the locations best served with an access management plan. I assisted in creating the 5 improvement alternatives for the corridor, which included options such as jug handles and roundabouts, in order to reduce the conflict points along the corridor. I presented the traffic simulation for the existing condition at a meeting with city officials to demonstrate the feasibility and need of a future study and the recommendations from our plan.
Southern Expressway Extension (US Route 219),Springville to Salamanca, NY (2005) The Southern Expressway Extension was a 28-mile continuation of US Route 219 from the original terminus at NYS Route 39 in Springville, Erie County, NY, to Interstate 86 near Salamanca, Cattaraugus County, NY. The new expressway alignment included several interchanges not previously studied. I assigned trips to the network and conducted level of service analyses using HCS software. I analyzed the level of service on the ramps and interchanges as well as the entire length of the mainline expressway. I also analyzed the weaving of the ramps onto the mainline expressway. I then prepared a report of the traffic analysis results for submittal to the lead agency.
Town of Malta GEIS, Malta, NY (2004-2005) Project engineer responsible for conducting the traffic analysis for the 800,000 square foot technology park expansion within the Town of Malta. The scope of the project also encompassed trip generation for all planned developments over the next decade. I also developed the traffic volumes for the project and analyzed the 37 study area intersections using the methodologies contained in the Highway Capacity Manual which is automated using the Highway Capacity Software (HCS). Some planned improvements were received through correspondence with the Capital District Transportation Committee (CDTC), the local MPO. These planned improvements included a series of five roundabouts which I analyzed using RODEL software. All of the traffic analyses were detailed in the traffic report noting the necessary mitigation and improvements needed at all study area intersections. The traffic study was presented in a report suitable for submission to reviewing agencies.
Mannix Road Tech Park Addition, East Greenbush, NY (2005) Project engineer responsible for the traffic analysis and report for a 548,000 square foot technology park expansion. I was responsible for coordinating all the traffic counts for the 6 study area intersections and the analysis of the data using the methodologies contained in the Highway Capacity Manual which is automated using the Highway Capacity Software (HCS). All signalized intersections were also analyzed as roundabouts using RODEL software. There were 7 projects occurring prior to the project’s design year which I analyzed and distributed onto the study area network.
Hudson Hills Traffic Analysis, Route 7, Brunswick, NY (2005) Assistant project engineer responsible for coordinating the traffic data collection, including turning movement counts at 10 study area intersections and measuring sight distance at proposed site roadways, for a residential project involving the construction of over 1,100 apartment units. All turning movement data was analyzed using the methodologies contained in the Highway Capacity Manual which is automated using the Highway Capacity Software (HCS) to determine existing and future levels of service at the 10 study area intersections and site driveways through four phases of development between 2007 and 2015. Also responsible for helping to develop trip distributions for all four phases of the project and site generated trips per phase to apply to the existing roadways. The results of the analysis and recommended improvements were presented in a draft report.
Planning/Research Interests
Working in the Traffic Engineering industry has given me a prospective of how decisions are made and why things are as they are. I have met many planners, both good and bad, that have helped to shape my perspective on the way in which I can incorporate planning into my work has a Traffic Engineer. My core interests include:
Corridor studies to improve safety and revitalize surrounding areas
Reduce the need for automobile travel with smart transit options and ease of use for pedestrians
Revitalization of urban areas ravished by poor planning through intelligent use of traffic engineering practices
Thesis/Research Paper Topic
